Abstract

This paper explores how integrated digital platforms may shape operational and capital efficiency across enterprise information systems and public infrastructure delivery, concentrating on ERP–WMS integration, cross-industry data governance, and engineering cost control. Rather than presuming that integration reliably produces efficiency, the analysis treats it as a contingent and frequently uneven process in which technical standardisation, organisational routines, and compliance requirements interact in ways that resist neat prediction. Existing studies on ERP–WMS integration tend to report efficiency gains while leaving boundary conditions and implementation frictions largely unexamined, and a comparable limitation recurs in the engineering cost governance literature, where accounting–engineering integration and CPA-based financial vulnerability control are typically investigated apart from platform design. Considering these gaps, the paper assembles a layered framework that connects system integration, data compliance, platform-based marketing and branding informatisation, and infrastructure cost and capital governance, while treating engineering testing platforms as a tentative extension. Tentative findings suggest that efficiency outcomes depend to some extent on how data standards and review procedures are aligned across organisational boundaries, although alternative explanations cannot be excluded. The paper closes by considering implications for practitioners and by identifying directions for further research.
