Abstract

As times evolve, the application of Artificial Intelligence (AI) in job

seeking and competence development is gradually transforming public services. With

the increasing demand for AI-based public services across various countries

worldwide, this paper explores the role of AI in enhancing job recommendation and

training suggestion systems. By mapping existing AI technologies, it identifies key

data sources and AI methods that can improve personalized career counseling and

training systems. Furthermore, this paper proposes a conceptual framework for an

AI-driven Virtual Competency Assistant tailored to the needs of national citizens,

integrated with existing platforms such as Silver Hub.
